This is the information for Jewish merchants that they will not be allowed to submit documents in the Jewish language to Riga custom office. I do not know if there was meant Hebrew or Yiddish, but in any case none of the both was tolerated since July 25, 1818. The document asserts that the usage of this language was to be terminated in 1807, and it was quite correct, but in that time (1807) some problems arose in relations with Britain, and Russia joined the Continental system, and as the result the trade through Riga port decreased significantly, and later the war with Napoleon began. Therefore there is no wonder that the rules concerning the Jewish language were not implemented in Riga custom office in due time but much later.

aus der Livländischen Gouvernements-Regierung,
an
die handeltreibenden Ebräer.

In Gemäßheit eines von Sr. Erlaucht, dem Herrn Civil Oberbefehlshaber von Liv- und Kurland etc. etc. Marquis Paulucci erlassenen Auftrags wird, zufolge einer aus dem Departement des ausländischen Handels an die Rigasche Haupt-Porttamoschna eingegangenen Ordre, desmittelst von der Livländischen Gouvernements-Regierung den handeltreibenden Ebräern bekannt gemacht, daß da

1) der 8te §. des am 9.December 1804 Allerhöchst bestätigten Doklads über die Verbesserung des Zustandes der Ebräer vorschreibt: „alle im Russischen Reiche wohnenden Ebräer haben volle Freiheit, sich ihrer Sprache in allen Angelegenheiten zu bedienen, welche sowohl auf ihren Kultus, als auf ihre häuslichen Verhältnisse Bezug haben, sind aber verbunden, vom 1sten Januar 1807 in allen öffentlichen Akten, Obligationen, Wechseln und Kreposten aller Art, die russische, polnische oder deutsche Sprache zu gebrauchen, ohne welche keine ihrer Akten verschrieben oder in einer Sache angenommen werden kann;

2) es nach der, beim Tarif vom Jahre 1816 erlassenen Verordnung über die Erhebung des Zolls vom Werthe der Waaren erforderlich ist daß der Eigenthümer der Waaren, oder dessen Bevollmächtiger, die Angabe eigenhändig unterschreibe und den Werth der Waaren ebenfalls von seiner Hand, mit Buchstaben und Zahlen anführe;

3) die ebräische Sprache in den Sachverhaltungen nicht gebräuchlich ist, auch für diese Sprache keine Translateure in den Zollämtern vorhanden sind,

sie nach Ablauf einer Frist von 4 Monaten, vom 25.März d.J. gerechnet, unfehlbar bei der Tamoschna die Angaben über ihre Waaren in russischer, polnischer oder deutscher Sprache einzureichen haben, widrigenfalls nach Ablauf dieser Frist, die eingehenden, in ebräischer Sprache geschriebenen oder unterschriebenen Angaben aus keinem Grunde und von Niemanden unter ihnen, werden angenommen, mit den Waaren aber in einem solchen Falle, nach Grundlage der, am 5. März 1813, vom Reichsrathe wegen der Waaren-Visitation bestätigten Verordnung werde verfahren werden, wenn in der darin festgesetzten zwei-wöchentlichen Frist keine andern, gehörigen Angaben beigebracht werden sollten. The order
of His Imperial Majesty of the Sovereign of all the Russians etc. etc. via
the government of the Livland's province
to
the trading Jews

In accordance with the instructions enacted by His Lordship, Sir Civil Commander-in-Chief of Liv- and Kurland Marquis Paulucci under the order received in Riga central custom office from the Department of foreign trade, the trading Jews are hereby informed by Livland's province government, that

1) the Highest decree of December 9, 1804 on the Improvement of the status of Jews declared that "the Jews living in the Russia Empire have full freedom to use their language in religion or home matters, but they are obliged beginning from January 1, 1807 to use Russian, Polish or German language in all public documents, agreements, promissory notes and real estate documentation. If not, these documents are not considered legal and can not be taken into consideration.

2) it is set forth by the order about the collection of the custom payments for the value of goods that the owner of the goods or his authorized agent should sign the application by his own hand and also to write down the values of the goods in words and figures by his own hand;

3) the Hebrew language is not used in the office work and no translators of this language are employed in the custom offices,

they in the term of 4 months counting of March 25 of the current year should submit their applications in custom offices on the goods in Russian, Polish or German without exceptions, in the opposite case after this term the applications written or signed in Hebrew will not be taken into consideration in any case and from anybody. If in the term of two weeks the conformable application will be not submitted, the goods will be treated in this case in accordance with the prescriptions of the State Council, March 5, 1813 concerning the revision of goods Riga Castle, May 7, 1818.
