This is the Order of the Tzar issued on November 1, 1807 and published by
the Senat. It is about the changes of the amount of the capital that a merchant should
have had declared, if he wished to be registered in one of three guilds of merchants. This
Order was disseminated in Vidzeme [Livland] manors as a Patent. It is asserted at the beginning of the Order that the previously settled amounts of capital, which the merchants of various guilds should have had, did not correspond to the privileges that the merchants gained by registering in the estate, therefore these amounts had to be increased. The following amounts of capital are settled for the merchants of the guilds. 1. The merchants of the 1st guild have capital of 50,000 and more Roubles. Additionally, it is stated that these rules are applied to all merchants including Jews, and the Jewish merchants should not pay doubled amount of taxes from this capital as it was ordered previously. Copia Befehl In dem, dem dirigirenden Senate am 1sten November unter eigenhändiger Unterschrift Seiner Kaiserlichen Majestät ertheilten Allerhöchsten namentlichen Befehl ist enthalten: Im 18ten $. Unsers Manifests vom 1sten Januar dieses Jahres haben Wir bekannt gemacht, daß die Bestimmung der von der Kaufmannschaft anzugebenden Kapitalien denjenigen Vortheilen und Prärogativen, die Wir derselben ertheilet, nicht entspreche. Wir verordnen demnach von nun an die Angabe der Kapitalien folgendergestalt:
Der dirigierende Senat wird nicht unterlassen, alles dies in Erfüllung zu setzen. Kontrasignirt Kommerzminister Nikolay Rumänzow. Der dirigierende Senat hat daher befohlen, diesen Allerhöchsten Befehl Seiner Kaiserlichen Majestät zur Nachricht, und erforderlichen Falles zur Erfüllung, durch öffentliche Ukasen zu jedermanns Wissenschaft bringen zu lassen, welches hierdurch geschieht.
