Everyone who migrated inside the Russia Empire during the reference period was obliged to have appropriate person documents. The standard approach to these documents is explained in the Page Fundamentals of Bureaucracy. In the current Page the documents presented on this Site are listed. It was much easier to travel around in independent Latvia 1918-1940, but everybody had their person documents as well. The system of these documents is also explained on this Site.
